I think that song isn't composed by shakira but a Cameroonian group of military origin. And waka waka means wondering in search a better position in life. It's is pidgin-English slogan which implies that all of Africa has a common ancestry that migrated to all of Africa and the world via war, slavery, oppression, or by self in search a better life
