I think that song isn't composed by shakira but a Cameroonian group of military origin. And waka waka means wondering in search a better position in life. It's is pidgin-English slogan which implies that all of Africa a common ancestry that migrated to all of Africa and the world via war, slavery, oppression, or by self in search a better life. In short, there's a connotation that no matter what situation, all Africa of many nations have one root. However, shakira gave a great flavor.
